An agent from US Immigration and Customs Enforcement (ICE) shot and wounded a man in his car in the Marble Hill neighbourhood of New York City on Thursday afternoon, with a five-year-old child inside the vehicle, according to Mayor Zohran Mamdani. The child was found to be physically unharmed and was located by police with a family member after a wellness check, said NYPD Commissioner Jessica Tisch.
The shooting happened at about 4pm. Marble Hill is a small part of Manhattan that is attached to the Bronx, the borough to the north. The Department of Homeland Security (DHS), which oversees ICE, said officers were carrying out a "targeted enforcement operation" to arrest a Dominican national with a criminal conviction, and that an officer "discharged his weapon". It described the man as in the country illegally and said he had a record that included theft and weapons possession, and a suspected gang link. Commissioner Tisch said the man, 28, had been arrested twice in the city, in 2023 and 2025. DHS did not explain why the officer fired. The man was conscious and receiving treatment at a hospital, and the case is under investigation. The NYPD said its officers did not witness the shooting and were not involved; the FBI sent an evidence response team to support DHS.
Mamdani said early reports indicated agents surrounded the man and the child in the car before firing multiple rounds. Witness Pedro Almaraz, who works at a nearby restaurant, heard three or four shots and saw several masked officers in DHS-branded vests. Photos from the scene showed a car with small holes in two windows. Late in the evening, Mamdani said he had spoken with President Donald Trump and Homeland Security Secretary Mullin to seek the man's release, but that those talks were unsuccessful. He called the incident "unconscionable and incredibly serious" and said he demanded an end to all ICE enforcement in the city. Governor Kathy Hochul, a Democrat, asked for a "full and transparent accounting", saying no child should have to experience the terror of gunfire. Protesters marched from the scene to a nearby hospital, and some scuffled with police.
The shooting adds to scrutiny of the agency. Reuters reports that federal immigration agents have shot at least 21 people since Trump returned to office, seven fatally. In January, two US citizens, Renee Good and Alex Pretti, were killed by federal agents in Minneapolis, prompting protests across the country. A week ago, an ICE agent shot a Venezuelan man in Texas. ICE has roughly doubled in size and received about $75bn over four years, with a target of one million deportations a year. Critics argue the push has led to more violent confrontations and that the administration resists accountability, while Trump says many migrants must be deported, citing crime and fraud. DHS also blamed the man's earlier release on city "sanctuary" policies, which limit local cooperation with federal immigration enforcement.
