A joint assessment by the European Union, the United Nations, and the World Bank has found that the conflict in Gaza has reversed human development by 77 years, citing catastrophic losses in living conditions, food security, gender equality, and social cohesion. The Rapid Damage and Needs Assessment report estimates that physical reconstruction will cost at least $71.4 billion over the next decade, with roughly $26.3 billion needed in the first 18 months alone to restore essential services and critical infrastructure; the economy has contracted by 84%, more than half of hospitals are non-functional, and around 1.9 million people have been displaced. The findings were released as EU foreign ministers met in Luxembourg to discuss the bloc's association agreement with Israel, with EU foreign policy chief Kaja Kallas urging both Israel and the Palestinian Authority to honour their respective commitments as the only path toward a viable two-state solution.
