Nobel Peace Prize winner Shirin Ebadi is chairing a four-member legal committee, established at the initiative of Reza Pahlavi (son and heir of Iran's last Shah), tasked with drafting rules to prosecute crimes against humanity committed by the Islamic Republic since its founding in 1979. The committee, which includes Iranian legal scholars and draws on advisers experienced in transitions in South Africa and Kosovo, aims to establish fair trial procedures and sentencing guidelines — explicitly excluding the death penalty — in order to, as Ebadi put it, "replace vengeance with the pursuit of justice." Ebadi stressed that the framework is not tied to any single transitional model and will be published for public consultation once complete, making it relevant regardless of who ultimately leads a political transition in Iran.
