Ghana is flying home an additional 1,000 citizens from South Africa in what it has called the "final phase" of an evacuation effort, having already returned more than 900 nationals following a wave of violent anti-immigrant unrest. Accra has vowed to seek compensation from Pretoria for property and assets lost by its citizens, and has petitioned the International Criminal Court to investigate the attacks as potential crimes against humanity. More than 160,000 foreigners have left South Africa since May, as economic frustration over high unemployment has driven hostility toward migrant workers in one of the continent's wealthiest nations.
