A severe and prolonged drought has driven the Danube River to record-low water levels across central Europe, stranding cargo vessels, halting river cruises, forcing a nuclear power plant offline, and plunging Budapest's famous landmarks into darkness. The crisis is unfolding along one of Europe's defining waterways — the Danube flows roughly 2,900 kilometres from Germany's Black Forest through ten countries before emptying into the Black Sea — and its effects are now rippling across transport networks, energy systems, and ecosystems from Bavaria to Serbia.
In Hungary, the river reached a level of just nine centimetres at Budapest's gauging station — a record low — before recovering slightly to 23 centimetres. The shallow water has rendered the Budapest stretch impassable for river cruise ships, with vessels unable to proceed further than Komárom, a port some 120 kilometres upstream. Passengers are being transferred to buses for onward travel. More critically, Hungary's only nuclear power plant, Paks, which relies on Danube water for cooling, was forced to shut down for the first time in decades. To conserve electricity, the Hungarian government switched off the floodlighting of the capital's most recognisable landmarks — the neo-Gothic Parliament building, Buda Castle, and the iconic Chain Bridge. Romania's capital Bucharest similarly dimmed its street lighting and darkened its monuments. In northern Serbia, aerial footage shows large sandbanks emerging near Apatin and Bezdan, with cargo vessels stranded and a marina left completely dry. Wildfires have broken out in the Deliblato Sands, a protected 300-square-kilometre dune and woodland area in Serbia's northern Vojvodina province, burning through some 300 hectares.
The drought is not confined to the Danube. Germany's Rhine, Elbe, and domestic sections of the Danube are simultaneously hitting historic lows. At Kaub — a critical bottleneck on the Middle Rhine between Koblenz and Wiesbaden — water levels fell to 24 centimetres, below the previous record set in 2018. The Elbe at Magdeburg recorded its lowest level since measurements began in 1727. Many Rhine freight barges can currently carry only about a fifth of their normal cargo. Germany's transport minister convened an emergency meeting with industry representatives to discuss redirecting goods to road and rail, while also flagging longer-term plans to deepen river navigation channels — a solution that ecologists warn could accelerate water loss rather than prevent it.
Scientists are unequivocal about the causes. Weeks without rainfall, temperatures exceeding 40°C in Hungary, an unusually early Alpine snowmelt, and groundwater reserves that have never fully recovered since the landmark drought of 2003 have combined to produce this crisis. "The Alps are called the water tower of Europe," said Tillmann Buttschardt, a professor of applied landscape ecology at the University of Münster. "But there is nothing left in it." He warns that low water levels warm more quickly, fuelling algal growth and oxygen depletion that stress fish and other river life. There is one silver lining, however: Budapest's darkened bridges have benefited the Danube's mayfly population, whose mating swarms are no longer disoriented by artificial light.
Experts argue that meaningful long-term responses require comprehensive climate action, the restoration of wetlands, and the consistent implementation of the EU's Water Framework Directive — not simply engineering fixes to shipping channels. With forecasts suggesting that any imminent rainfall will be insufficient to restore navigable water levels, central Europe faces weeks of continued disruption to trade, tourism, and energy supply.
