At least six people were killed, 39 injured, and 15 left missing after Ukrainian drones struck a student dormitory in Starobilsk, a town of around 16,000 inhabitants in the Luhansk region of eastern Ukraine, which has been under Russian occupation since 2022. Russian President Vladimir Putin described the overnight attack — carried out in three waves using 16 drones — as deliberate and "terrorist" in nature, and vowed that his military would prepare proposals for retaliation. Russian state television showed one of those it identified as injured students, a 19-year-old who sustained head injuries after being struck by a collapsing concrete slab.
Ukraine's military offered a sharply different account, stating that the strike had targeted the headquarters of the Rubicon unit, an elite Russian drone formation based in Starobilsk, which it accused of regularly attacking Ukrainian civilians and infrastructure. Kyiv maintained that its forces "strictly adhere to the norms of international humanitarian law" and only strike facilities used for military purposes. Ukraine stopped short of confirming or denying that the building hit was the same one Russia described as a dormitory. Independent verification of either account is extremely difficult, as there are virtually no independent media operating in Russian-occupied eastern Ukraine.
Putin, speaking at a reception in his Kremlin residence in Moscow, flatly rejected Ukraine's military justification. "There are no military facilities, intelligence service facilities or related services in the vicinity," he said, adding that there was therefore "absolutely no basis" for claiming the building was struck as collateral damage from Russian air defences. The Kremlin spokesman, Dmitry Peskov, called it a "monstrous crime" by the Kyiv government, while Russia's foreign ministry accused Western intelligence services of helping Ukraine select and target its strikes. Russia convened an emergency session of the UN Security Council in response.
The incident comes against a backdrop of rapidly escalating drone warfare on both sides of the front line. In the week prior, one of Ukraine's largest drone strikes on Russian territory killed four people, itself a response to a Russian missile strike that demolished an entire section of a residential building in Kyiv, killing 24. Meanwhile, diplomatic efforts to end the conflict remain effectively frozen. Russia has insisted that meaningful peace talks are impossible while Ukrainian forces remain in the Donbas, the industrial eastern region that Moscow has declared its primary territorial objective, while Ukraine and its Western partners have rejected terms they regard as rewarding military aggression.
