Russia is upgrading Cold War-era civil defence infrastructure in its two largest cities, with state procurement records showing hundreds of millions of roubles allocated for shelter repairs that have not been publicly announced. In Moscow, at least 39 million roubles (€400,000) have been assigned to restore nine facilities in the city's south-west, while tenders worth 200 million roubles (€2 million) cover shelters across 17 districts; St Petersburg's metro operator has separately sought contractors to adapt stations and 35 kilometres of track to civil defence standards, including air filtration systems. The quiet upgrades come as Ukrainian drones intensify strikes on Russian territory — including a recent attack on a Moscow oil refinery — and as Kyiv claims it may begin striking the Russian capital with new ballistic missiles before year's end.
