The International Atomic Energy Agency (IAEA) has called for "utmost urgency" in resolving its lack of access to Iran's nuclear facilities, warning in a quarterly report that its inability to verify Iranian nuclear material constitutes a proliferation concern. The report highlighted restricted access to the Isfahan plant, which was struck multiple times by US and Israeli forces, after Iran suspended cooperation with the watchdog following those attacks in June 2025, though it later agreed in September 2025 to allow inspectors to return under conditions. IAEA Director General Rafael Grossi stressed that the crisis must be resolved through a "long-lasting, verifiable diplomatic agreement," with the report set to be discussed at the agency's board of governors meeting from September 21–25; Iran insists its nuclear programme is for civilian purposes only and that inspections of bombed sites require specially developed protocols.
