Spain's cabinet has approved a draft law that would lower the maximum number of pupils per classroom to 25 in secondary school (ESO) and 22 in primary school, down from current limits of 30 and 25 respectively. The legislation, which must now pass through parliament, would also reduce teachers' compulsory classroom hours and counts students with special educational needs — such as disabilities or autism spectrum disorder — as double for the purposes of calculating class size. Education Minister Milagros Tolón described the reform as a commitment to giving teachers more time to prepare lessons and work in dignified conditions, though unions have called for broader protections, including double-counting for a wider group of pupils with additional needs.
