Pakistan has called on United Nations member states to establish coordinated global frameworks for governing digital assets, arguing that emerging technologies such as blockchain and tokenisation could reshape financial access for the world's unbanked populations. Speaking virtually at a UN session on digital finance and sustainable development, Bilal Bin Saqib, chairman of Pakistan's Virtual Assets Regulatory Authority (PVARA — Pakistan's newly established federal body overseeing cryptocurrency and digital asset policy), warned that without collective governance, regulatory gaps could deepen inequalities between technologically advanced nations and developing economies. He urged governments to treat regulation as a tool for building markets rather than restricting them, cautioning that delayed or fear-driven rules risk pushing digital financial activity into less transparent environments.
