The AFC/M23 rebel group and the International Committee of the Red Cross (ICRC) signed a memorandum of understanding on 11–12 April 2026 for the handover of between 2,000 and 3,000 soldiers from the FARDC (the Democratic Republic of Congo's national army) who are currently held by the movement. Under the agreement, the soldiers — who have been identified and signed consent forms — will first be transferred to the ICRC before being handed over to the Congolese government. The deal marks a significant legal step, though its implementation depends on outstanding logistical issues and whether Kinshasa formally agrees to receive the personnel; the matter is being discussed in ongoing peace talks between the DRC government and AFC/M23 near Montreux, Switzerland.
