The Democratic Republic of Congo announced on Tuesday that the FDLR (Democratic Forces for the Liberation of Rwanda — a Congo-based armed group comprising remnants of the forces responsible for Rwanda's 1994 genocide) has agreed to disarm, demobilise, and either return to Rwanda or relocate to a willing third country. Under the surrender protocol, fighters facing criminal charges would be handed over to justice, while the group has set conditions requiring confinement in a camp away from the active conflict zone in eastern DRC. The agreement is a significant step toward a US-brokered peace deal between Kinshasa and Kigali, which has long demanded the neutralisation of the FDLR as a prerequisite for lasting peace, though Rwanda's foreign minister dismissed the protocol as a "non-event," insisting it falls outside the Washington Accords framework and that Congo remains obligated to fully dismantle the group.
