Cameroon's President Paul Biya has signed a decree fully renationalizing the country's main electricity utility, Energy of Cameroon (ENEO), as the nation grapples with persistent power outages and supply shortfalls. The government, which purchased a controlling 51% stake from British investment fund Actis for $139 million earlier this year, now holds 95% of the restructured company — rebranded as the Cameroon Electricity Company (SOCADEL) — with the remaining 5% owned by employees. The newly reconstituted entity inherits roughly $1.4 billion in debt and faces the urgent task of modernizing an aging grid that has long been criticized for unreliable service, while meeting the country's growing demand for electricity.
