Guinea-Bissau's National Electoral Commission said on Thursday that conditions for the legislative and presidential elections planned for December have not been met, leaving the vote in doubt. The polls are meant to end military rule after last November's coup, when General Horta N'Tam's government adopted a one-year transitional charter; the commission said it had told N'Tam, who also serves as transitional president, and left any decision on postponement to him. The uncertainty comes amid weeks of political and security turmoil in the West African country (a former Portuguese colony that has seen five coups since 1974), including tensions within the presidential guard seen as loyal to ousted president Umaro Sissoco Embalo.
