The World Bank has found that the Philippines' Pantawid Pamilyang Pilipino Programme (4Ps — a conditional cash transfer scheme that ties government assistance to children's school attendance and health check-ups) delivers roughly 200 times more poverty reduction per peso spent than the country's VAT exemptions, and about twice as much as the social pension for indigent senior citizens. Presenting the findings at the launch of its Philippines Public Finance Review, World Bank senior economist Jaffar Al Rikabi said an additional 1% of GDP invested in 4Ps could reduce the national poverty headcount by 4.4 percentage points, potentially lifting around 2 million Filipinos above the poverty line within the existing social protection budget. The assessment comes as the programme faces proposed budget cuts and longstanding criticism that many beneficiaries remain below the poverty threshold despite years of receiving assistance.
