UN human rights chief Volker Turk told the Human Rights Council that gang violence in Haiti has killed or wounded at least 5,700 people so far this year, with more than 1,000 women and girls raped and 230 kidnappings recorded up to September 11, figures he said are likely much higher in reality. He warned that gangs keep expanding and rearming despite the deployment of the Gang Suppression Force, an international security mission that has about 1,500 personnel against a planned 5,500. Turk also raised concern over disproportionate force by Haitian police and self-defence groups, noting that more than half of casualties occurred during security operations.
