Ethiopia, which hosts over 1.1 million refugees — one of Africa's largest such populations — has officially launched a programme called Makatet (an Amharic word meaning "inclusion") to fully incorporate refugees into its national education and health systems while enabling them to seek employment and economic independence. The initiative reflects a broader regional shift away from treating forced migrants as long-term liabilities, instead recognising them as potential contributors to their host societies. However, the joint Ethiopia-UN 2026 refugee programme remains only 24% funded, and the UN's High Commissioner for Refugees has warned that international partners, particularly in Europe and the United States, must share rather than abandon their responsibilities as global humanitarian budgets are cut.
