Per capita, this translates to €288.9 per resident — up 57.7% over the same period — with Luxembourg, Denmark, and Germany topping the rankings, while Romania was the only member state to record a decline. The bulk of funding, some 37%, flows to universities through general block grants, with industrial technology and health among the other leading priorities.
